So I have a Blizard PPC card for my A1200. It's a 603e and 68060RC50. There is a little battery on the board. I am wondering, is this what I replace if the date isn't saving correctly on my A1200?

That would be a good place to start.
It's possible there are other causes, you could measure the voltage first but those cells are pretty cheap.

Likely your problem, had that happen myself. Pull it out and hit it with a voltmeter - they are only a few bucks to replace regardless.

So how do I remove it. Don't want to break it. Do I bend the bar up? Do I pry it out? Will it bend back into place? Do I need anything crazy like solder?

Yes, you must un-solder old and solder new:
PANASONIC - VL-2020/HFN
(look on ebay or farnell).
Or do nothing if correct time is not that important for you.
