Only Netsurf which requires a graphics card, a faster than 060 CPU and more than 128MB RAM.
IBrowse and AWeb are not decent.

Let's change the specifications to something that works with 68000 and max 8 MB RAM.. ;)

I've seen a 7 MHz A600 with 2 Megs of chip and 2 Megs of fast access the www with AWeb thru a dial up connection back in the 1990s. It wasn't fast and the graphics were very grainy.
iBrowse, AWeb, and Voyager were the browsers of choice for 68K Amigas. None do CSS. For some folks, that's a deal breaker. Personally, I'm grateful to have any of them, especially since the WWW appeared long after the Amiga was designed.
I still enjoy iBrowse. It is very usable on my highest spec Amiga.

I think AWeb is your only option. Or IBrowse 1.x. IBrowse 2 requires an 020, and I think Voyager does, too.
AWeb base package (http://aminet.net/package/comm/www/aweb3.5.09_68k_20070721); 68000 binaries (http://aminet.net/package/comm/www/AWeb-3.5.09-68000).
Oh, and there's also an ancient version of Lynx.
