If i turn up the brightness or contrast i get horrible scanlines at the top of the screen.
Even if there is a very white background it starts getting these scanlines.
Is this an easy fix?
Monitor is a black 1084S (CDTV model).

Are the lines only at the top of the screen? Is there any "fold-over" of the image at the top? If so it's likely a capacitor in the vertical output section. If the lines appear all over the screen, it could be the CRT itself degrading.

When switched on it works "OK" but after a while if the screen is turned up at a decent brightness the top part becomes a bit brighter than the rest of the screen and will have some obvious scan lines then if you turn up brightness more the scan lines go but the top part remains brighter and with NO scanlines whatsoever, even less than normal.
Its really strange, and like in State of the Art demo when the screen goes bright white the sound also goes lowfor a second.

OK, that is strange. Most often capacitors act worse when you first turn the device on and get better when they warm up (although I've seen exceptions). This sounds like the kind of problem I would have to work on to figure out. Hopefully someone else has seen this before and make a suggestion.

At least you have a black case, so its probably got a good second hand value even though it is pining for the fjords.

Sounds like capacitors breathing out their life, esp. in the PSU. It's probably advisable to get them replaced to avoid excess voltage damaging other electronics.
