On an A2000 (and not using whdload), I gather that WB1.3 is best for compatibility with classic games. But in terms of later OS, which is best -- OS 2.0, 2.1, 3.0, or 3.1?

AmigaOS 3.1 is easily the best of those listed. It has the fewest bugs, the most features and probably is the fastest. It was the best Amiga release ever. I do think AmigaOS 3.9 is the best AmigaOS but there was a degree of eye candy, bloat, and bugs introduced. Some of it was fixed in the later AmigaOS 3.9 boing bags and some can be turned off. The AmigaOS 3.1 release was nearly perfect. It probably benefited from more developers and testing during the heyday of the Amiga.

I am not aware of any "fixes" in the Workbench/kickstart releases for game compatibility.
It's not the WB but the kickstart that usually causes problems.
So a game that was written using hardware for kickstart 1.3 that won't work on 2.x is also unlikely to work on 3.x.
So you loose compatibility as you get newer with the older games..

er.. not so fast... ;-)
As newer games are written, you might get to some that only work on the newer kickstarts (and more possibly WB, as some later games were HD installable and WB friendly..)..
So you would gain compatibility with those...
I suppose, the most compatible would be 3.x with a degrader disk/program to boot into 1.3 for the troublesome older games...
Of course, if you have 2.x and above, you move into WHDLoad territory, although I know you mentioned not using that..

Definitely 3.1. I think an A2000 with a Kickstart ROM switcher and both 1.3 and 3.1 is a perfect combo.

If you have any problems with an old game on 3.1 you can always use Relokick.
