Using an Amiga RGB to VGA adapter and connected to a standard CRT or LCD VGA monitor and booting the Amiga as NTSC, will it work including games etc ?

In most cases no, but it depends on the monitor. The chances are better if the monitor/lcd has cable or television hook-ups but even then its not a guarantee.

Generally, no.
The monitor has to support 15 kHz horizontal, 50/60 Hz vertical scan rate (VGA is 31+ kHz). For games, the only option is a compatible monitor or a scandoubler/flickerfixer.

A 1200 set to a suitable screenmode (productivity or doublepal/ntsc) with the vga only monitor driver will work, and there's a handful of games that work in VGA mode, but the majority will not.
Games I've gotten to work either because they support it natively or through modepro or similar apps are:
Eye of the beholder 1 and 2, Warlords, Civilization, the SIM games, Onescapee, Nemac IV, Gloom deluxe, Genetic Species, Total chaos AGA, ScummVM, Subwar 2050 and a few others.

Then they're not only 31+kHz but also 15 kHz compatible.
