What decoder can i use to decode rar,wmv and avi files from the news reader? (i use stargate and news coaster), for reading news.

You can use unrar (downloadable from here (http://amiga.sourceforge.net/)) to unarchive those files. wmv and avi are animation formats.. You don't decode them, you watch them with a movie player.

I may be wrong, but it migt be messed with uuencode, try uudecode..

I think those are "broken up" avi's for nntp posting.  Unfortunately, I don't remember how to deal with those split up files.
