Can you use OS 3.1 with a Amiga 1200 with only 3.0 Roms?
Or do they need to match?

I believe you can. I even used OS3.9 with 3.0 Roms, but that was because i used Blitzkick which would put an image of 3.1 into the memory.
But it is so cheap and easy to replace the roms that i would just go ahead and replace them.

Yes OS 3.1 runs fine on OS 3 ROMs.
I have an A1200 OS 3 ROMs running OS 3.1 on WiFi.

Scala's official documentation says that if you do this, you will run into problems. So if you use Scala, don't do OS 3.1 on KS 3.0. This leads me to think that other programs could also be affected, but these folks who replied first seem to think not. As they said, soft-kicking KS 3.1 solves the problem.

It's worth getting 3.1 ROMs just to get rid of Topaz from some Workbench windows and apps.

yes you can with no problems...did it for many years but eventually i upgraded to 3.1 roms

You can run OS3.5 on 3.0 Roms directly without loading 3.1 into memory.

I remember trying to run a piece of software in the past that actually required Kickstart 3.1... Can't for the life of me remember what it was, but I had 3.0 ROMS at the time in my 1200 and could not run that program. You could softkick 3.1, but why not treat your Amiga to a nice set of 3.1 ROMS?
Also, by having real 3.1 ROMS as opposed to soft kicking, you would shave a second or two off the boot time from cold boot, due to the Amiga not having to load the ROM from hard disk.
