I'm hoping to start my A1200 WHDload project soon.
Anyone have a spare Blizzard 030 for sale?

Yep, eBay's the place to find a 030. But even 030s are quite rare nowadays and sell for around £170-£180.

alternatively, if you're ok to settle down with a GVP, you can buy one of the new production runs from the softhut (http://www.softhut.com/cgi-bin/test/Web_store/web_store.cgi?page=catalog/hardware/accelerators/gvp-m_typhoon_1200.html&cart_id=8465359_78272). Not sure if they still have stock though.

I really wouldn't call 030's rare, but they are sought after.
