Ok, so it seems I will shortly be sitting with an Amiga 1000 w/ functional SCSI HD. I know I can't boot from the drive as I've not got a kick ROM setup or anything. That said, is there a recommended minimal WB1.3 boot floppy setup where it just does enough floppy booting that it can hand things over to the HD, making propper assigns, and then continue the bulk of booting from the HD?
Thanks.

Check out startup-sequence.HD right on the 1.3 disk. It was probably written with the 2090 in mind, but it should be easy to adapt for your controller/partition setup.

All you need to do is delete all the extra stuff that's not needed. Ie system, utilities drawers, fonts etc and all the other files. Just leave the files that are needed to hand it over to the HD. I also have a KickWork disk I made that has Kickstart and Workbench 1.3 on one disk if you want it let me know.

Have you considered adding a Kickstart ROM? A member from here (from Germany) makes and sells a very nice little board for this.
