Take any low spec hardware (E.g. an 030@50mhz Amiga) add a browser. Next take an online portal, a reasonable monthly access fee (est ~$40). You now have access to hundreds of 3D games.
Think of it like a Cybercafe in your lounge room.
I'm not an astroturfer, but I am impressed with the technology.
