AFAIK MorphOS and AmigaOS 68K versions of Papyrus are currently available. We review the AmigaOS 68K version in Total Amiga issue 24.

If you're thinking of the announced OS 4 version, my understanding is that Titan got the required number of pre-orders (60 IIRC) but can't begin development until they get a OS 4 development system. There seems to be some argument over who should supply such a development system (and I'm sure the current lack of OS 4 compatible hardware doesn't help!).
