There's no such thing as a 3.9 ROM.
-
I believe the latest rom is kickstart 3.1. There is an AmigaOS3.9 though... which runs on the 3.1 rom

kick 3.5 = for pc lamers only as lempkee said. It is a 3.1 rom with modified version umbers and strings. Nobody knows which backdoors there are in it.

If you have a Cyberstorm board then you could use BlizKIck, it rocks alot... otherwise try one by one every softkicker there is on Aminet and sooner or later you'll learn what is better than others that are crap (I can't tell you because I've a Blizzard 1230 on my miggy, but read on).
On my A1200 I use BlizKick to softkick ROM 3.1 + some patches: I took some stuff from 3.9 BB2' ROM Update (with romupdatesplit) and I use them as modules for BK (exec.library, FFS, scsi.device, and others I don't remember) (because I have just WB 3.1 and don't want to install 3.9 with just 16MB fastram), and all progs (even WB About) claims I have Kickstart 45.20 (that is, this is the version of exec btw), so WB About titlebar reads "ROM 3.9"... So Kickstart 3.9 exists! or kinda of...

As BlizKick does support Blizzards as well, you could use it on your A1200 (if you need to rekick something of course) but not on the 4000 because GVPs aren't even mentioned in the guide file...
try looking in util/boot or util/misc on Aminet !
