Are you able to format it using CLI?

Okay... no formatting from CLI... You've got the format command in C?

The Format command is stored in SYS:System, not SYS:C so have a look there and see if it's gone missing. It's quite easy to move files my accident into subdirectories or different directories, making the command inaccessible to the normal ways of doing it. Do you get any errors? What message do you get in the shell when you type "SYS:System/Format" ?
