Is it possible to watch DivX films in resoliution ~500x~300 on PPC 603e 175MHz 040/25MHz, 64MB Ram... + Mediator with Voodoo3 and sb128 ? :-)

I think yes, Moovid is very fast try it.

Well, if you have version of MooVid that supports DivX :-)
Most 320x200 files ran quite nicely on Frogger on my 175MHz A1200
on 600MHz Pegasos, all DivX-files I've tried are easily watchable
(minus some broken ones...)
But if it runs too slow, you can:
a) Add NOSKIP tooltype to Frogger.
You'll lose sound, but no frames, useful, if your machine would skip
most frames trying to sync with sound
b) Convert file to smaller (avi/mpeg) format with FFMPEG
(And leave it on overnight doing that)

The Blizzard 040/25 boards are a category slower than the 060 ones. (You will notice it with for example Wipeout, even if the PPC is clocked to the same)
The 175MHz 603e is the slowest one available AFAIK.
DivX display speed depends on the compression and the resolution, but say 500x300 is usually HUGE for a 603e, whatever the level of compression is.
I bet it will be too much for your low end BlizzardPPC - yet you can use many replayers to play DivX movies, namely: SoftCinema, Amp2, Frogger, MooViD.
Replay speeds (and quality) depends on the player and the kernel version used. For the blizzard if you use WarpOS I suggest Amp2 or MooViD, if you can use PowerUP (not with ppclibemu!) I suggest SoftCinema. For me the latter gave the best performance on my Blizzard. (500x300 will most probably be slideshow like, even on a 060 BlizzPPC though)
If you have an AmigaONE or Pegasos nearby, it won't be a problem anymore though :-)
-EDIT-
Another difference in the players is the skip method used. It's interesting to compare how differently SoftCinema/Frogger/MooViD tries to keep the sync. So I suggest you try out all four, and use which suits you best. (If possible, use non emulated PowerUP for SoftCinema/Frogger for the best performance)

@Warface

there was a 160Mhz model :-)

Another consideration is what type of drives you're using. You're going to have much better luck playing movie files using SCSI than you will with IDE. IDE uses the cpu too much which will cause burps in playback when it reads data.
