Title: Amiga 4000 ROM jumper

Would changing the ROM jumper from 200ns to 160ns do much?

 Never mess with a jumper when you don't know the results, even if is labeled "free sex and beer"!

It speeds up the Systems performance slightly. Pay attention to System stability afterwards.  ;-)
Your other Peripherals might not like it so see how you go!
Run Benchmarks to see gains.
