1. Can I use a standard PC monitor, such as a TFT or 17" SVGA monitor with MiniMig?
2. Are there tv out options, like composite or s-video?

2) There is no composite or S-video at this time asfaik.
(only RGB analogue 0.7Vpp 75ohm)

Yes, you can use a standard PC monitor. Minimig has a jumper to switch from 15kHz output to 31kHz VGA output.

After some research, the video options are:
A) Analog RGB 15kHz PAL SCART signal
B) Analog RGB 31kHz VGA signal
Anything but VGA will require a nonstandard cable.
TFT will work, IF the screen manages 50Hz. VGA maybe will work different. NTSC may be possible be reprogramming the DCM. Or changing the Crystal.
Possible software wise, but not implemented:
It should be possible to construct a component video by reusing the R-G-B signals as Y-Pb-Pr. This can be done with addition, division and subtraction.
Same for S-video, and Composite. But it's not likely to have any good quality (too high quantisation noise).
DVI/HDMI is not possible without special transceiver chip.
A bare laptop screen may work with some direct soldering to the digital video signal and level conversion. And provided the screen will handle the Vertical and Horizontal refresh rates.
Clarification on what a "standard" TFT screen can handle would be nice to know!

As soon as the boards start to find their way into the hands of users we should be able add the PAL 60Hz extension to the chipset (an ECS feature) in days if not hours, no changing of crystals or DCM's.

What will PAL 60 bring to the system? I am unfamiliar with it.

You'll be able to select (in software) either a 50Hz or 60Hz video mode. This is important because 50Hz VGA will not work on most LCD/TFT monitors.
You'll be able to use the WHDload NTSC tooltype to select PAL60 and it should work well.
Some games which use the VBL instead of the CIA timers for music replayers will sound a bit strange ;-)
I am not exactly sure how bit 5 of BEAMCON0 did what it did in the ECS agnus, but after the boards arrive and people start actively working on updates information will flow.
