ebay (http://cgi.ebay.de/Seltene-Karte-fuer-AMIGA-2000-DeInterlace_W0QQitemZ200127734056QQihZ010QQcategoryZ8142QQssPageNameZWDVWQQrdZ1QQcmdZViewItem)
so what is it? can someone ask for schematics? (don't speak German)
EDIT: er that looks like DB-9 not VGA.. oh well..

From the google translation the seller really isn't sure what it is or if it works and it is sold as-is. The auction says that the previous owner of the 2000 it came out of might have been the one who made it.

I can read German well enough to tell you that the seller doesn't know what the card does but thinks it is some kind of video card--"deinterlacer?,FlickerFixer?,Video Card?". And it's rare. From the picture it looks like there is a db15 vga out, a composite and S-Video out and it is a homebrew board on a prefab PC board with the electrical connections made by wires. It looks like a very good job and it could even be a prototype made by an Amiga hardware developer--in fact I would say that is the most likey possiblity considering the German origin. Villagetronic, Xpert systems/ProDev and Phase 5 were all from Germany. There is no picture of the underside so I can't see how the electrical connnections were made which would give me more of a clue as to whether this was an very good amateur homebrew board or a professional engineering prototype.

He doesn't want a lot for it, maybe someone local could buy it and let us know. Perhaps if it works (depending on what it is) a quick schematic and some photos could be done.
I would buy it myself to solve the mystery, but I don't really want to pay international shipping on it. Indeed it does look like a clean build from the top side.

Looks like it may be a combo Monochrome /CGA/EGA? video card.
DB9 connector was standard on many early monitors and a simple RCA phono jack for monochrome video. The switch to choose which is active. Or the phono jack might provide composite color video. Looking at the parts, seem to be threes of some ,there is one crystal of unknown frequency.Mention of PC and floppy in the questions
