It is not the cable that only works in DOS, it is your software.
There are many different softwares for windows that can use cables on the parallel port to connect to a 1541.
There are even software patches for the popular Star Commander to make it work in Windows XP.

I have used it, but I made the cable myself. I don't recall the drive running constantly. It only span up when the disk was being accessed. Did this happen when you tested it in DOS?

wich cable is it? i have the XE1541 for DOS using 64HDD (http://www.64hdd.com/64hdd.html) and Star Commander (http://sta.c64.org/scbeta.html) And i have too the Easy1541 cable (http://sta.c64.org/easy1541c.html) to use Easy1541 (http://sta.c64.org/amigaprg.html) with amiga. You can test some Easy1541 gui like c64kopic.
The Easy1541 is limited to read / write 1541 disks, but with 64HDD you can emulate the disk drive, using the cable conection to access and mount d64s via DOS.

I do the floppy images with the MMC 64 cartrige and it's very very cool. It takes 15 minutes to write a floppy 5,25 but everything is perfect!
