how is this site legal?

from what i know you search for games and are able to download them using WHDLoad tools - is this right?

and, when it comes to legality does it work on the basis of you ONLY dloading the game you have bought in the past?

It is irrelevant whether or not the downloader owns the game. If the site does not have permission to host the games, then it is illegal.
