Personally speaking, I don't think we will ever see a full compliment of layers until the entire graphics system is rewritten from the ground up. That is part of what is holding back the porting of Gecko to the Amiga, lack of full layers.
The only browser that currently supports CSS1 (fonts only iirc) is the latest Voyager3 beta but no rendering is done even though style tags are recognized. Avoid using and tags if you are making a site "Amiga friendly".
The full compliment of JavaScript1.5 (minus layers, and CSS functionality) is a part of IBrowse2.3. I've been extremely impressed with the amount of effort that went into pushing that much functionality into it. Even some DHTML scripts work properly and the forms handling is amazing.
Regardless of all the advances and changes in the latest Amiga browsers they will be left behind in the internet standards until the OS is updated to allow full functionality.
