Title: Where to get Resource.library?

 Where can i find the resource.library,i´ve searched the aminet,but i can´t find it.

It's part of the Reaction GUI toolkit,AFAIK it only comes with OS3.5/3.9
What program is asking for it?

 It´s the program called VirtualCD.

VirtualCD needs OS3.5 /3.9  , so I guess you're running on an older OS.
Maybe it's worth trying Mount ISO (http://main.aminet.net/package.php?package=docs/help/MountISO.lha) instead.
