On some countries, internet access cost both arm and leg (US$70/month for shared 64 Kbps!).
There are several methods of browsing internet using E-mail: Agora, Getweb and Iliad:

Unfortunately most of the free servers are no longer available.
Is it possible for UN ITO, UNICEF, or UNESCO to provide free internet access worldwide through email?
The email can be received using US$ 20 / less cell phone (ie Motorola C113, Philips etc).
Is this better than other "Digital Gap" projects?
