Well I soldered in the new CIA chip and the 4000 booted up and works fine! Plaz's trick of "Cut the pins away from your choosen CIA and remove it from the motherboard.
A sharp xacto blade makes a good tool." Worked real well and after the chip was removed the solding of the new chip took about an hour.
