The machine works fine without the picasso board, but when
I install the card, the machine craps out. Upon turning on
the power, the power led flashes 3 times over and over. I
am not aware of compatibility issues concerning PIVs and
4000D models, so any insight would greatly be appreciated.

check that its firmly in the video slot..
also can you check the jumper settings on the card.. should be set to autosense mode.

I will experiment with the jumper settings tonight, I was
reviewing those earlier today hoping that they might be my
answer. I just wanted to be aware of any tempermental issues
that might exist with 4000D machines. Thanks for the reply.

Well, the Zorro mode jumper did the trick, but the jumper
was already open (auto-sensing). I had to close the jumper
to force Zorro II mode to get it work. Is there a buster
chip conflict or malfunction? The machine has Buster 11
installed. Will Zorro II mode degrade the PIV performance
any?

Which others Zorro cards, have you installed?
PicassoIV its a great card but sometimes has problem if installed with others ZII cards.
Try to boot with the only PIV and/or change the position of the others ZII cards
and yes, in ZII mode, you will lose performances.

With all other cards removed, the problem still occurs.
I have noticed a decrease in speed with Q2, which is bad
since software rendering is slow to begin with. I do have
CyberstormPPC installed, but this has never been a problem
in either a 4000T or 3000D which I ran this setup in.
