Try Maplin (http://www.maplin.co.uk)

As the man says try maplin.
You could send it to DCE to get it repaired ;-) :-D :-D
You could always power the new fan of the computers 5v/12v power rail, saves you soldering onto your blizzard. (If your miggy is in a tower that is).

Uh oh, nasty! :-o
The BPPC fan is partly glued on, so if you try to pull it off, you may rip some tracks off the board.
You could contact DCE but it is almost a certainty they won't reply, and even more likely that if you did send your board away you'd never see it again.
What I would personally do is to cut the old fan blade out (or glue it in place) and glue a new fan on top of the old one - something small, certainly not a Pentium fan which would likely bury your PPC chip in dust and burn it it out after a few months. Then I would connect it to the power port on the card, or, if that didn't work, power it by some kind of adaptor to a floppy/HD power connector.
It wouldn't be pretty at all, but it would (probably) work...
