There was a thread in Politics talking about the evil UK government preventing good and honest corporations from advertising bad food to children.
It turns out that in the US they are far more enlightened. In that country they recognize the value of protecting advertisers not a bunch of silly citizens.

The lobbyist are always attempting some such madness as this. Most of it get ignored by Congress but sometimes the money is just a little too good to ignore. Not sure how many Congressmen would care to commit political suicide in this fashion though.

Technically, I very much fear it is enforcable. Just add a few extra standardised codes to the DVD which tell the player to block all requests regarding (fast) forward for the time being. You are allowed to rewind, stop, and resume play. If you were fast-forwarding to begin with, stop and show the footage in between, and resume fast-forwaring once you've reached its end.
It's rather like the region system. Many players offered a shortcut to disable this idiocy, although I am not sure whether that is still the case.
