Where can i find either of these files?

They're going to be on the ROM or driver disk for the HD controller you have.  There are different versions for each different brand and model of controller, so you'll need the proper one for your rig.

atapi.device is in IDEFix97, scsi.device is available with the SCSI/IDE controllers.
