I'm about to buy a Amiga 4000D from a guy overseas and I have some questions. It is 220V, can I just change out the PSU? Is it a PAL only machine or can it be changed to NTSC via startup? Battery has been removed so thats good. Any other questions I need to ask ?

There is a jumper on the A4000 motherboard to switch from PAL to NTSC. If you are going to be using an "amiga" rgb or VGA monitor then you can also temorarily change it in the boot menu (both mouse buttons and restart).

can I buy a A4000D US power supply to swap out with the 220 it has in it now?

Yep. A3000 and A4000 motherboards are 100% universal. The only thing that sets them apart in Europe and N. America would be the PSU.

EDIT: this thing also has 3.0 roms, is that ok ?

Some PSUs have a switch to set from 110V/60Hz to 220/50Hz. My Amiga tower has one. You might get lucky.
Edit: Or you could just buy a power converter.

No problem. You can exanche them easily with a pair
of 3.1 ROM's.

is there a big difference w/3.0 roms and 3.1? or for me 3.0 will be ok for a while? as soon as I get this I need to get a prometheus card from Red.

If you want your W.B. to upgrade to OS3.5 or OS3.9,
then you have to put in some 3.1 ROM's.
You can't upgrade with 3.0 ROM's.
If you don't want to upgrade, then 3.0 is just fine,
there's not much difference.

I'd get the 3.1 roms, especially if you will be using Prometheus. Without them, you will be unable to run OS3.9. :-(

aah yes, 3.9. I need to read up on the differences between the 3.x operating system versions.
