How do I create a HD 1.76 bootable floppy???

Stupid people ask questions. Incompetent people don't. :-)
Where are you trying to create it? in UAE?
Or do you own a floppy disk factory?
Please clarify.

Format the floppy in your HD floppy drive. Then, assuming your HD floppy drive is device name "DF0:", you start up a CLI window and type the following command: install DF0:
Replace the device name with the correct device for your drive, if needed.

"Create" ? You don't speak of an emulator, do you ?
Well, put a HD floppy disk into you HD floppy drive. When the icon appears on the Workbench, click it once and choose "format disk" from the menu. Choose your options and click on format. When formatting is ready, you have a 1.7 MB non-bootable floppy disk.
Open a Shell window (choose "execute command" from the menu and enter "newshell"). Enter install df0: where df0 has to be replaced by the drive name of your HD floppy drive. Now you have a 1.7 MB bootable floppy disk.

I have never seemed to have a reason to make a
bootable floppy :-D
I need it for my A2000. It has a 2060 accellerator
and doesn't want to boot properly without the 060 lib.
My 880 install disk is full, no room for the 060 lib so
I need a HD 1.76 install disk.
