C'mon dude, really?  For starters, because the CDTV was new and untested technology at the time, and a commercial flop (partially thanks to Commodore's piss-poor marketing, and the public not knowing what to make of such a device).

Edit:  Haha.  CDTV is on Wikipedia's list of "commercial failures in video gaming".  I didn't realize they even maintained such a list.  ;)
