How can I create large headlines or use larger fonts for title screens in Amiga Basic 1.3?

You might try diskfont.library. In order to do this from AmigaBasic you might need to use FDtoBMAP to create the .BMAP files from the .FD files available on the Amiga Developer CD and elsewhere on the Workbench 1.3 system disks.
