I just used 2 separate hard drives in my G4. Can't get much easier than that.

No, the "C" key is for CD boot only. To Get the Boot selector screen, you need to press the option key (if you have an Apple keyboard) or the ALT key (if you have a PC keyboard)

Is the drive correctly jumpered (master / slave)?

Cable select is often a bad choice in my experience. Try to jumper it as master or slave correctly.
