You can buy all the stuff you need to easily make C64 cartridges from ebay, it's usually the guys selling the fake cartridges who'll sell the stuff to make your own cartridges... 
PS: I should know, I bought the bits'n'bobs to give it a try and it work perfectly...

You are correct sir, but then who is it to say that it is illegal, the machine is dead, the company who made it is dead, and the software companies who have developed for this machine have forgotten about it, plus their is a statue of limitations on software where after so many years it goes to the public domain.
so ends the tail of illegal software. (I think, therefore I am, an idiot of course)
