I believe the reviewer stated that the PS4 was better over all.
The Shield has 4K movies. I am not for sure about games.

For about half the price of a Shield one can purchase one of the various Android TV's; some have 3.0 USB, some do 4K (I'm not sure of a current need for it), the Ugoos UT3S has 4 GB RAM and 32 GB storage with good CPU and GPU power (though $160), and because there are so many variations in features, one can find just what they want.

The Nvidia Sheild though, is full featured and less boxy than the others, and depending on finances may be the best option for running emulation software of various types to a large screen monitor/TV

I saw a Chrome Book at a local pawn shop and it 2 GB Ram and 16 GB of SSD storage space.
Any idea what it could be used for, emulation, Aros, etc?

Coffee Table coaster?  Door Prop?  It really depends on the CPU chip type, GPU, glue chips and version of "linux" that it runs...
