I have OS3.9 with BB4+ on a rev 6.2 board and an Indy ECS running fine, but both 3.9 and USB require at least a 68020 and some fast RAM.  My setup has a newly acquired A2630, 1 GB HDD and CDROM off an A2091.  3.1 ROMs are available.

I've had the 2 mb chip ram and never noticed a difference between it and a 1 mb chip; must be used for something I suppose.
