I'd contact him and tell him that you want the motherboard back immediately. Give him a specific deadline and follow up the contact in writing sent registered mail.
Then after the deadline passes I would report him to the local authorities as recommended. It will only take a few reports of theft from people to cause an investigation. Make sure you keep all the evidence in a folder so if the police request details you can supply it quickly.
