RetroPie has some basic support for armv7+Mali400 boards, but it is only tested on the ODroid-C1 (as I have one) and depends on a mali-fbdev package for support of GLES on the framebuffer.
With some work boards like the OrangePi could work, but the Mali drivers are not great, and the only stuff that is working currently is retroarch+libretro cores and SDL2 apps.
None of these boards have the vendor and user software support the RPI has, nor the community. For running RetroPie I recommend a Pi 2.
