The most useful info I could find about pin 1 is in this thread. In summary it looks like a way of using an external source to change the Amiga clock signal frequency; it affects the entire system but results in a change in Video signal frequency.

Are you planning on using a Genlock or switching between PAL and NTSC? Consider if you NEED this at the moment instead of taking a risk on the repair.
