It's safe to just delete the key, the only thing listed there on my machine is the Symantec Norton Antivirus VXD driver. Maybe an uninstall of norton left the empty key on your system?

Only one way to find out  :-D

Seems on google the only problems I've found with that error in Win2k were norton Antivirus related, strange.
