With the exception of led.image, they all have ReAction equivalents which are considerably better.

ReAction is a set of standard BOOPSI classes, so that statement doesn't really make sense.

ReAction has label.image and chooser.gadget.

FWIW, the "BOOPSI/GI1/Classes/images/led.image" in that archive is clearly misnamed. The gadget is actually an "LCD" component.

Not really, it is a seven-segment display component. Such displays can be implemented via LED, LCD, or other technologies.

I don't think there is any situation where this would actually be useful; you can already use a tool like Report+ to examine preference files in a user-friendly way if necessary.

Fonts and ReAction are not especially related. Most preferences editors could be construed as having something to do with appearance.

Why not use xml for that and use iff (import) as 2nd option ?

That would be contrary to the official Style Guide: "It is recommended that you use an IFF FORM for preferences files." Also, XML would be much less efficient.

Well, don't throw away your OS3.9 CD just yet; not every tool will be as feature-complete as H&P's equivalents, so some components from OS3.2 will be better to be overwritten with OS3.9 components.
