It's likely part of BetterWB or similar, which is downloadable as ADF images. Either that or download it from aminet and make your own ADF with UAE. Is this for a gotek? I'm glad I still have an old PC with a floppy drive as sometimes this chicken and egg situation can arise of you don't store essential components like this on floppy. Of course, there's always the option to hook up your hard drive to a PC anyway and transfer things that way, but the user may not want to take computers apart.
