Well AmigaOS 4.1 Classic was designed to run on real hardware, the on-board Cyberstorm PPC memory is limited to 128MB. You can get 256MB with a Blizzard PPC - and AmigaOS 4.1 Classic supports that.
If you were to add Zorro 3 memory, or Motherboard memory (16MB Max), it is about 10x slower than local Cyberstorm memory. You can imagine on real hardware the performance hit you would see. The word "snail" comes to mind.
