Well USB 1.1 requires chips too, besides it's not like the chips are the size of CPU's or anything!

This chip has the USB controller built in.  That's the point, pretty much everything that requires extra support chips is built-in.  Following the link instead of blindly arguing would of made this evident to you.

Also I bet it's a 1200 add on, because it would not be fast enough to emulate 68k code efficiantly, except with old games or what ever...

It's an A1200 add-on because it's an A1200 add-on.  Some of us prefer the orignial Amigas.  Also as a nice bonus you get access to the actual, real-life AGA chipset rather than having to try and emulate it.

It should outpace an 040 easily, even the crippled BlizzardPPC and CSPPC cards can do that.  And once again, if you had bothered to actually read the information presented to you (you know the stuff you're commenting on), you'd know it also can run as a stand-alone board.

(Not that being attached to an A1200 would change that as the 020 on the A1200 would be disabled by this card, just like with a Blizzard)

People have taken the time to bring you this information, at the very least you could read it properly.
