 I have question regarding WHDLoad,can it be possible to play old amiga games on VGA monitors using WHDLoad?

No, you have to use a scandoubler for that ..

If I'm interpreting the release notes correctly, as-yet-unreleased future versions of WHDLoad will supposedly allow you to force games to use DblPAL or DblNTSC.

I believe one or two games support such a feature already. Eye of the Beholder II is one of them, but it's difficult to get working.

For all practical purposes, you still need a scandoubler for the time being.
