A better question is, was the SAM400 selling before? Most OS4 hardware dealers are opaque about sales, but we do have full insight into one:

If you look at the revision history for each of those listings you'll see they've been up for months and haven't sold, they just keep getting re-listed.
SAM440 probably reached market saturation very shortly after 4.1 was released.
