Do most Photo Editors have Scripting Language that would allow someone to apply their own Algorithm?
This could be a per pixel basis.

I know that Hollywood supports photo editing features including sepia tones and conversion to greyscale.  Doing your own filters would be simple as well.  The only downsides I can see are that the graphical front-end is a separate purchase, and a graphics card is required.  The cheapest solution would be a RasPi but the graphical front-end, Hollywood Designer, is Amiga-like only.

As far as I remember ADPro has a scripting lanugae and TVPaint has a convolution editor, which is basicly a way to alter mathematical pixel matrixs.

And if I am not wrong ImageFX has something like that too.
