That has been a mistake by our translator who created the english version of the news-item. The original german news-item always read "stellt A-EON Technology in Kürze [...] zur Verfügung", i.e. they will "soon" release it. Somehow in the english translation of the news-item it turned into "has released" instead.
I'll correct the english version now and update both news-items with the information that PPaint 7.3c is just in betatesting for now.
