Most half-decent TVs and Monitors can display PAL and NTSC just fine. Ever since TFT/LCD TVs i've never had issues with one of them not being able to display PAL/NTSC.
In the worst case, there is always the option for an Indivision Mk2 (DVI => HDMI, or DVI => VGA, both usually found on new TVs and Monitors).
Unfortunately, i'am unable to see the issue
