You've got some things mixed up I think. The actual internet connection is handled by a program called a TCP/IP-stack. To connect present-day Amiga's you'll need a stack like Miami or Genesis.
The browser (which is a program for viewing webpages), E-Mail client, IRC program (to connect to a so called IRC-network for chatting) all connect to the internet through the stack.
And yes you can use an Amiga with practically *any* internet service provider (ISP). And with Miami and Genesis it is as easy as just entering the phone number, username and password (provided your modem is functioning and connected :-D).

BTW. OS4 is said to come with an integrated TCP/IP stack called Roadshow. Browser/email client will also be included I think. I do not know if there will be any other internet programs included. I do hope for a nice surprise =).
