It's not explicit, but I think he's talking about ARexx. There's still nothing like it on other platforms. We remain the kings of interprocess communication!

Actually Mac's do just fine with interprocess communication.

Many programs have the capability, but how many take advantage of it? How many developers? I find it a lot harder to find AppleScripts than to find ARexx scripts.
